A Clearer Definition of Supports

The new reforms clearly define what the NDIS will fund, and what should be covered by other systems such as health or education. This is designed to reduce confusion and ensure participants get consistent decisions.


New Planning Framework & Funding Periods

Instead of providing full funding upfront, new NDIS plans are beginning to use funding periods. This means supports may be budgeted and released quarterly or in stages, giving participants more structured funding management.

Plans will also transition to a new planning framework that is more flexible and focused on individual needs.


Introduction of Support Needs Assessments

Traditional assessments often focused narrowly on function. The new approach will use support needs assessments, which take into account a participant’s overall life, goals, and support requirements.

For participants aged 16 and over, the new I-CAN assessment tool is being gradually introduced. This tool looks across multiple areas of life — from daily living and self-care to social and community participation — ensuring supports are better matched to individual goals.


Transition Timeline

These reforms are being rolled out gradually between 2024 and 2026. While major changes began in October 2024, participants will continue to transition to the new framework over several years.

This means some participants will still have plans under the old system until their next reassessment, while others will start experiencing the new processes in 2025.
